The proposal is to re-develop the vacant office building and car park to provide three new commercial units for industrial or logistics use, generating employment opportunities for local people in line with planning policy.

High quality landscaping and planting is also proposed, as well as car parking, servicing, and supporting infrastructure.

The Site

The site is approximately 2.7 hectares and is in Amen Corner Business Park, located in an existing employment area, approximately 2 kilometres west of Bracknell Town Centre. It has a 4-storey vacant office building called Dell House on the west side. Most of the site is currently used for paved parking with some greenery.

The site is bordered by the former Hewlett Packard site to the north, Technology House/Compass Court (residential units converted from offices) to the east, the Waterloo to Reading railway line and A329(M) Berkshire Way to the south, and undeveloped open space and wooded area to the west.

Access is through ‘The Boulevard’ road, which connects to Cain Road via a roundabout.

The site forms part of a designated Western Employment Area in the recently adopted Bracknell Forest Local Plan (2024). In this area, redevelopment for employment uses, which includes logistics and industrial uses, is acceptable in principle.

Design and Layout

The scheme has been designed in response to the site context and surroundings. The units have been orientated so that HGV loading areas will be located on the western elevations of the building, facing into the site.

Landscaped buffers are proposed to the external boundaries of the site. Landscaping will be retained and enhanced where possible. The proposals will provide 10% biodiversity net gain, on-site where possible. 

The buildings will be finished in high quality materials and the incorporation of architectural details to a high standard throughout, will further contribute towards an attractive, smart appearance. The colours used on the façades will comprise grey neutral colours, common to buildings of this nature, and chosen for their sympathy to the surroundings when viewed from up close or at a distance.

Sustainability

Sustainability and environmental performance are key to successful development. The vacant office building will be demolished and materials used in its construction will be recycled. The new commercial units will achieve a rating of BREEAM Excellent.

Building Research Establishment Environmental Assessment Methodology (BREEAM) ratings are a way to measure a building’s sustainability performance and are a reflection of how well a project and its stakeholders performed against the BREEAM standard and its benchmarks.

The plans are to incorporate solar panels, energy-efficient lighting, and electric vehicle charging points, ensuring the new buildings are more energy-efficient than the previous one. A Sustainability Statement will be submitted with the application to outline plans for energy reduction and efficiency.

The completed buildings will benefit internally by good levels of natural light, ventilation, cooling, and good indoor air quality. Good working conditions and access to green spaces are known to positively impact health and well-being, so investing in better workplace facilities will benefit both the future workforce and the project.

Economic benefits

The development proposal will generate a number of significant benefits for the local and wider economy as a result of bringing this vacant site into beneficial active use. These include job creation, additional economic productivity (GVA), wages spent within the local area and additional business rates expenditure generated for Bracknell Forest Council.

Transport

The site is located in a sustainable location on the outskirts of Bracknell town centre, with good access to various transport modes, such as walking, cycling, and buses. The site is well connected to local roads with easy access to London Road and the A329, which link to the M4 and M3.

  • Pedestrian/Cycle Access: Pedestrians and cyclists will access the site via a 3 metre wide footway/cycleway from Cain Road into the site. There are safety improvements proposed, with improved paths for better access. There are plans for a new pedestrian and cycle link to the southwest of the site, connecting to Beehive Road and footbridge crossing over the A329 (M).
  • Vehicle Access: Access will utilise the existing access from the Cain Road roundabout into The Boulevard, with minor adjustments made to allow lorries to pass.
  • Parking: suitable provision will be made for cyclists, cars and lorry parking for each proposed unit.

Additional considerations

Technical noise and lighting assessments are also being prepared to support the planning application, along with a suite of other planning documents to assist Bracknell Forest Council in determining the application.
